I have the honour to acknowledge the receipt of
your letter No. 1192/1912 of the 9th. instant, in which you state
that His Excellency the Officer Administering the Government has
ordered proceedings to be taken against me under General Orders
85-104 upon three specified charges.
2. I unreservedly admit the correctness of the state-
-ments in the first two charges, namely that on the 19th. April,
1912, and on the 2nd. instant I was in such a condition through the use of drugs as to be incapable of discharging my duties properly.
3. My health for some time past has not been good, and
I have from time to time consulted various Doctors whose names I
shall be glad to furnish if you should/so desire. I have suffered
much from insomnia and perhaps to a certain extent from con- -soquent nervous breakdown, though I am perhaps hardly competent
myself to give an opinion as to this. I took large quantities of Sulphonal and Chlorodyne in the attempt to cure my sleeplessness, and I also took Alcohol through not in excessive quantities, for the same purpose; with the result that my digestion became very
disordered and from time to time I was unable to retain food. For some days previoßuly to my entrance into Hospital on the 9th. March I had been unable to eat anything and I had practically not slept at all.
4. With regard to the third charge, that on the 2nd.
and 3rd. May, 1912, I was absent from duty without leave, Dr.
Fitzwilliams came to the office on the 2nd. instant and directed
me to go to the Government Civil Hospital. I was undoubtedly not fit for work at the time, but I was of the opinion that I could derive no benefit at the hospital, and I went to my own house. On
the 3rd. instant I came to the office at about 8.30 a.m. feeling
